		<description>I may be mistaken, but I was under the impression that this law has not been made effective yet, could someone clarify this.

SEC 7 This Act shall take effect upon its publication for two (2) consecutive weeks in a newspaper of general circulation.

Also wondering about the consitutional rights of Filipina in regard to seeking a partner online? Are Filipina allowed to meet other people from around world and establish relationships of their own free will.

SEC 5 Nothing in this act shall be interpreted as a restriction on the freedom of speech and of association for purposes not contrary to law as guaranteed by the Constitution.

And in this section, the reference to &quot;For a Fee&quot; seems to be an argument that could be employed by social networkig sites, like myspace and friendster and other such sites who do not charge a fee.

(3) To solicit, enlist or in any manner attract or introduce any Filipino woman to become a member in any club or association whose objective is to match women for marriage to foreign nationals either on a mail order basis or through personal introduction for a fee.

Does anybody here know a legal practitioner to shed a little light on the interpretation of this act?
